How to Run As a Delegate to the DNC-08

Hello,

This is my blog on how to run as Delegate committed to Dennis Kucinich from the Commonwealth of Pennsylvania. I am writing this blog to share with you the steps and mis-steps that I will make in my campaign to become a Delegate to the Democratic National Convention in August of 2008 in Denver, CO. If I should be so lucky as to get on the ballot and to win the Delegate selection in the Primary in 2008, tentatively slated for April 22 and attend the DNC-08, I will be wearing a button with the word "DINO" with a red line through it enclosed in a red circle.

Step 1. Go to the PA Democratic Party website: http://www.padems.com and download the form for asking the candidate of your choice. Print it out and mail/and or fax it to that candidate's campaign headquarters. The links to the 8 declared Democratic Party hopefuls are on the padems.com Website. You need to get the candidates written permission and have he or she send that to the PA Dems headquarters in Harrisburg, PA by January 23, 2008. While you are at the PA Dems Website, download the Delegate Selection Plan for the 2008 Presidential Primary Election for the Commonwealth of PA, to see what you are up against. More on this later in another step.

Step 2. Beginning January 24, 2008 until February 12, 2008, you need to gather at least 250 valid, registered Democrats from your Congressional District. I attended training on how to become a delegate on Sept.7, 2007, in Camphill, PA and the State Dem Representative said to gather at least 500 signatures to survive challenges and invalidations.
Be sure when gathering signatures that sign your nomination petititions, that they sign the form as they signed their voter registration card. Be sure the use the right name for their political precinct or ward. Their postal address is not automatically their electoral precinct or ward. This is especially true in the suburbs and rural areas of counties. The Instructions for Downloading the Nomination Petition Form are at the URL: http://www.dos.state.pa.us/elections/cwp/view.asp?a=1305&Q=447541 The Nomination Petition Form URL is http://www.dos.state.pa.us/elections/lib/elections/015_nomination_petition_oy/dsbe-210_pb.pdf The Instructions for printing the form are at the URL: http://www.dos.state.pa.us/elections/lib/elections/015_nomination_petition_oy/printinginstructions.pdf
The Democratic National Committee and the State Democratic Committee are supposed to conduct training on how to run as a delegate in every Congressional District. If I hear of any I will let you know. And please let me know if you hear of any trainings in your Congressional District.
Step. 3 Obtain a copy of the voter registration file from the State Elections Commission, Room 210, North Office Building in Harrisburg, PA, 17120 717-787-5280 www.dos.state.pa.us/bcel via email at ra-bcel@state.pa.us. The two page form for requesting a copy of the voter file URL is located at: www.dos.state.pa.us/bcel via email at ra-bcel@state.pa.us For the fee of $20, on a CD that they will send you, you may obtain a copy of the voter registration file of all voters in our state, city, town or county. It is a "flat data file" which you can manipulate to pull out registered Democrats, Independents, etc. You can use this to make street or "walking lists" of Democratic voters who all live on the same street, same Precinct, etc. I am going to learn a lot about Excel during this campaign. Unless of course I can find some IT help from my more computer literate friends. There is an adult use of algebra after all.
I digress.

Step. 4 Line up friends and supporters to gather signatures. Plan a strategy to recruit at least 10 people to help your gather signatures in the dead of winter. Start lining up signatures and votes now. There is a possibility of the Primary Date being moved up to February. So all the more reason to start organizing now. Volunteer in local down ticket races for the November 6 Regular Election. Wear your Kucinich or candidate of your choices button, t-shirt, sweatshirt, polo/rugby shirt or hat, along with your local down tickets button or shirt. Spread the word that you are running for Delegate and you need their help. Get their name, address, phone number, e-mail address and Precinct location. You need their signature, vote and their help gathering signatures and spreading the word of your candidacy. Start attending local Democractic Club functions, passing out leaflets and getting name recognition wearing your Kucinich or candidate of choice button etc. Attend public events, fairs, picnics, school board meetings etc. try to pass out leaflets of your candidacy and that of your candidate. Host house parties and show a DVD of "Selling the War", "Iraq For Sale" or "Sicko" when it comes out.
As for signatures, votes and petitition gatherers.

Step 5. Go out with friends and gather signatures from people who are registered Democrats only. They have to be registered Democrats when they sign the petition. You can't start gathering signatures until January 24 and must end on February 12, 2008. Be careful to get the right signature and Precinct location name. It is different in suburban and rural areas than the voters postal address. That is why the voter file is so critical to have when going door to door or standing at a post office or public access place. Shopping malls are usually off limits due to "private property rights" of "no solictation" rules and laws. So much for free speech and the Democratic Process being trumped by corporate interests.

Step 6. Notarized each of the nomination petition sheets. This can cost from $8 to $12.00 a sheet. Some notaries may charge more or one flat fee. It depends if you know them. Some might not charge anything, but get a receipt, just in case.

Step 7. Make a xerox copy of the notarized petitions and than it is off to Harrisburg, PA to the Department of State, Bureau of Commissions, Elections and Legislation, Room 210, North Office Building, Harrisburg, PA 17120. It is on the same block as the State Capitol. If you are on the front steps of the Capitol, it is the building behind it to your left, if you are
on the front steps of the Capitol Building. Pay $25.00 to the clerk and get a receipt. And hopefully you will have the minimum of 250 valid, registered Democrats. You can petition the State Democratic Committee to have the fee waived for economic hardship.

Step 8. Win at least 15% or more of the Democrats voting in the Primary elections vote for you and the candidate that you are pledged to. See the Delegate Selection Plan, that I referred to earilier in this post on the PADems.com Website for the rules. So now is the time before the Primary Election to set your target number. Take the number of Democrats who voted in the Democractic Primary Election last year and add 25% to that number for a safety margin since this a Presidential Primary. Start talking to registered Democrats now even before the Nomination Drive and the Primary. You need to line of their signatures and votes now. The more people who know of you, your goals and delegate status, the better. Set up a Webpage, Facebook, and MySpace accounts. Blog. Hey, if I can afford a digital video camera, I will put stuff up on YouTube. It is a new ball game. I may be like the Man From La Mancha or Sisysphus, but I must stick to my prinicples. If the founders of our country took the attitude that they couldn't win because the British were too powerful, we wouldn't be having this discussion or blog. I will not be silient. I must act on what I believe. And Dennis Kucinich has the best platform on the issues that I agree with. Money should be out of politics. Ideas should be what motivates people. Not money and name recognition alone. Kucinich sticks to what he believes in. And that is what draws me to him. Issue matter. And I am committed to building a movement for fundamental change in the Democratic Party and in this country. I want my government and country back from the rich corporate interests and the Constitution restored.
